JAMMU: To streamline administrative processes and ensure transparency in the transfer and postings of employees, the Health & Medical Education (H&ME) Department of  Jammu and Kashmir will soon introduce an online portal.

This new system has been primarily mooted to reduce in-person visits to the Civil Secretariat in Jammu and Srinagar, as it has been observed that the Department is continuously receiving multiple representations and frequent visits from various doctors/officials/nurses/paramedics etc regarding transfers/postings/deputation.

“These requests are invariably made at the Civil Secretariat, Jammu/Srinagar. This consumes significant departmental time and resources, thereby preventing focus on strategic improvements in the department, in the interest of patient care and in the interest of employees of the department,” stated a circular recently issued by the H&ME Department.

In an effort to refocus resources on the Department’s broader goals, the H&ME Department will soon launch a dedicated HR Portal. This portal will allow employees to submit transfer and deputation requests online, thereby enhancing transparency and accessibility for health staff across the region. The Department claimed that the new system will ensure transparency and be beneficial for employees.

Until the online system is launched, the Department has advised its employees to submit their requests regarding transfer and deputation via email: hmejkemployee @gmail.com. Such requests should contain full details of the employee along with reasons and justification for the request made therein.

Further, as per the transfer policy outlined in Government Order Number 948-JK (GAD) of 2020, transfers are primarily conducted in April each year, with exceptions for teaching staff and transfers to Ladakh. The Administrative Department has therefore instructed all employees not to approach it or its subordinate offices with transfer/posting/ deputation requests.

“Any request made outside the designated transfer period will be deemed invalid and may result in disciplinary proceedings against the concerned officers/officials,” warned the Department.

When contacted telephonically, Dr Syed Abid Rasheed Shah, Secretary H&ME Department, emphasized the importance of adhering to these guidelines. He mentioned that the Department is in the process of developing the HR Portal, although he did not specify a timeline for its launch. However, he assured that the online transfer system would be operational at the earliest.
