SRINAGAR: The Directorate of Rural Development Kashmir has ordered immediate corrective measures, including stoppage of honorarium and salaries and initiation of disciplinary proceedings, following the detection of serious misuse of the National Mobile Monitoring System (NMMS) app under the MGNREGA scheme.
In a communique addressed to ADC’s of Budgam, Kupwara, Baramulla, Ganderbal, the action has been taken in compliance with directions from the Administrative Department after it was found that the highest five Panchayats each from Jammu and Kashmir divisions had uploaded fake NMMS photographs, reflecting gross violations in attendance capturing.
According to the order, the honorarium for November 2025 will not be released in respect of five Gram Rozgar Sahayaks of the Kashmir Division identified in the official communication. In addition, salaries of the concerned Panchayat Secretaries have been stopped with immediate effect, and disciplinary proceedings under applicable service rules have been ordered, as they processed and pushed Fund Transfer Orders (FTOs) based on inaccurate attendance.
The order further directs that strict warnings be issued to concerned Block Development Officers (BDOs) and other officials wherever violations in capturing and processing attendance through the NMMS app have been detected. It warns that any recurrence of such lapses will invite stringent disciplinary action.
All Assistant Commissioners Development (ACDs) and Assistant District Programme Coordinators (ADPCs) have been instructed to strengthen monitoring mechanisms at all levels and ensure that attendance under MGNREGA is captured strictly in accordance with NMMS guidelines, maintaining transparency and accountability.
The Directorate has also sought an Action Taken Report (ATR) from all concerned officers within three days for onward submission to the Administrative Department.
The move, officials said, is aimed at curbing irregularities, enforcing discipline, and ensuring the integrity of the MGNREGA implementation process across Kashmir. (KNC)
