SRINAGAR: People’s Democratic Party (PDP) leader and MLA Wahid Para has raised serious concerns over what he termed as a “stark regional disparity” in the issuance of social category certificates across Jammu and Kashmir.

Quoting official data shared by the Revenue Department in response to his question in the J&K Assembly, Para highlighted that the figures reveal a sharp divide between the two regions over the past two years.

According to the data:

  • SC Certificates: Jammu 99.2% | Kashmir 0.67%
  • ST Certificates: Jammu 87.2% | Kashmir 12.7%
  • OBC Certificates: Jammu 56.6% | Kashmir 43.4%
  • EWS Certificates: Jammu 88.5% | Kashmir 11.4%
  • RBA Certificates: Jammu 32.9% | Kashmir 67.1%
  • ALC Certificates: Jammu 85.2% | Kashmir 14.7%

“These figures lay bare a stark regional disparity in the distribution of social category certificates, exposing a grave breach of fairness, equality, merit and administrative impartiality at the very core of J&K’s welfare framework,” Para said in a post on X.

He reiterated his demand for rationalisation of the reservation policy, saying it must be implemented strictly in proportion to the population to ensure equity and transparency in governance.
