SRINAGAR: The Traffic Police in Jammu and Kashmir issued over 14.9 lakh e-challans in 2025, seizing 15,947 vehicles for violating the Motor Vehicles Act, as the administration reviewed road safety enforcement and compliance with Supreme Court-mandated directives on Thursday.

IGP Traffic M Suleman informed the meeting that the Traffic Police enforced 12,36,380 e challans in 2023, 15,03,901 in 2024 and 14,92,591 in 2025. Fines imposed during these years amounted to Rs 85.16 crore, Rs 120.09 crore and Rs 145.12 crore respectively. He said nearly 16,000 vehicles were seized in 2025 alone for various traffic violations.

The figures were shared during a high level review chaired by Chief Secretary Atal Dulloo, who called for GIS based and data driven road safety interventions to identify accident prone and vulnerable road stretches across districts.

The Chief Secretary stressed that systematic use of transport and traffic data would help authorities deploy targeted enforcement, technological measures and engineering corrections to reduce road accidents in the Union Territory. He directed departments to prepare a clear and time bound roadmap for implementing each Supreme Court directive on road safety.

Senior officers from the Traffic Police, Administrative Secretaries and Heads of Departments attended the meeting, while Deputy Commissioners joined through video conferencing.

Emphasising deterrence, Dulloo asked authorities to strictly act against habitual and serious violators, including cancellation of driving licences and registration certificates, besides other statutory actions against rash driving and non compliance with traffic rules.

The meeting reviewed accident trends using data from the i RAD portal. Secretary Transport Avny Lavasa said that since June 2022, a total of 20,135 road accidents involving 32,819 persons have been reported in Jammu and Kashmir, resulting in 3,688 deaths and over 29,000 injuries.

Officials said most accidents occurred on major highways, particularly in Jammu, Kathua, Udhampur and Rajouri districts. Data analysis showed that accidents were most frequent between 3 pm and 9 pm, with rash driving and over speeding accounting for nearly half of the incidents reported in 2025.

The Transport Department also shared enforcement data, stating that 40,197 challans were issued in 2024 and 52,543 in 2025, generating fines of Rs 10.15 crore and Rs 15.88 crore respectively. In 2025, authorities seized 1,528 vehicles, suspended 1,641 driving licences, black-listed 10,439 vehicles, cancelled 1,192 registration certificates and revoked 300 route permits.

Road construction agencies including PWD, NHAI, NHIDCL, BRO and SAMPARK briefed the meeting on steps taken to remove identified black spots in line with the Black Spot Protocol. Measures related to traffic calming, safety signage and speed limiting devices in school buses were also reviewed.

The Chief Secretary reiterated the government’s commitment to reducing road accidents through coordinated enforcement, engineering solutions, public awareness and strict adherence to judicial and statutory road safety norms to save lives across Jammu and Kashmir. -(KL)
