SRINAGAR: The High Court of Jammu and Kashmir and Ladakh at Srinagar has taken serious note of what it described as the “willful and deliberate” disobedience of its earlier directions by senior administrative officials, including the Divisional Commissioner Kashmir, the Commissioner Secretary Revenue Department, and the Deputy Commissioner Srinagar.
A single bench of Justice Rahul Bharti, while hearing CCP(D) 29/2021 in OWP 886/2013, rejected a compliance report submitted by the Additional Deputy Commissioner, Srinagar, terming it inadequate and raising “serious doubts regarding the mindset of compliance” with the Court’s mandate issued in a judgment dated March 29, 2021.
The compliance report, dated October 11, 2025, was supported by an affidavit of Imtiyaz-ul-Aziz, Additional Deputy Commissioner, Srinagar. The Court observed that the handling of its previous order dated September 29, 2025, by the concerned officers reflected a disregard for judicial directions.
Accordingly, the Court framed robkar (show cause notices for contempt) against Divisional Commissioner Kashmir Anshul Garg, Commissioner Secretary Revenue Department Kumar Rajeev Ranjan, and Deputy Commissioner Srinagar Akshay Labroo for “willful, deliberate and continuing disobedience” of the Division Bench’s 2021 judgment.
The Registrar Judicial, Srinagar, has been directed to frame the robkar and ensure the personal appearance of the said officers before the Court on November 10, 2025.
The case pertains to a contempt petition filed by Mohammad Shafi Makhdoomi and another against Nayeem Khan and others. (KDC)
